Yep you can. Our guild had to do exactly what you're describing. The GM has to be inactive for 30+ days. Then the highest ranking active member can put in a help ticket to ask for promotion to the GM position. If you want a guild that does both Operations and PvP, you can select both of those filters one after the other. The site will then list all the guilds that meet your criteria, and you can learn more about each one by clicking them. It is unfortunate that you are so connected to your guild flagship, and guild strongholds. I view those as trophies of your achievements done as a guild. I play on all servers, and it is such a different game when played on populated servers. It's literally night and day different. You should stay together as a guild, but leave the trophies behind.
