As far as gang activity goes, It's been pretty much non existent. I never heard of any gang related happening in Downey. The city has a program called "G.O.O.D." (Gangs out of Downey) which seems to pretty successful. If anything graffiti seems to be a problem in south Downey if you want to call that gang activity.
