The empires which I have created to seed my game aren't spawning despite having the eagle icon checked, their galaxies being random and of having non unique origins. The empires in question are devouring swarms and fanatic purifiers of one type or another. This wasn't an issue until this patch, so I'm looking for a solution to this or if anyone else is having issues of the same kind?
