The spent case will stove pipe with a new round trying to be chambered. This happens about ever other round fired. The rifle has been cleaned prior to shooting with good quality fresh ammo.

You may have a ring of residue build up from shooting .22 shorts that holds the longer shells from entering and also from extracting.
