Diablo 4 is mostly a single player game, the mtx shop is pretty bare bones and the battle pass seems to be the main source of extra revenue on top of game sales the game has. Making battle passes free if you buy it once (battle passes are incredibly easy to complete, I think I got all my rewards in a weekend) would be pretty stupid on blizzards end.
