Re: CFE223 and 7mm-08. Hodgdon's data states starting load of 46 grains to a Max load of 49.5 grain. You may want to check the bullet manufacturer's data and compare the two, which you should always do. I would suggest you start at 46 grains and only move up a half grain at a time with a bigger sample group of 5 loads.

The old BL-C (2) goes back to WW2 and was a development of very early ball type powders pioneered by the Olin Corporation's Winchester-Western outfit in the 1930s.I used once-fired Winchester brass, CCI small rifle primers, 26.5 grains of Hodgdon CFE 223 and the new 62 grain Berry’s bullet —a pretty standard combination except for the new bullet. This was an effort to emulate the M855 factory ammo, but at a lower pressure and less expense while striving for better accuracy.Look at the Hodgdon reloading page. They have data for the 77gr SMK and CFE223. I personally did not find any nodes with CFE223 that beat my TAC loads for velocity, SD, and group size in 77gr bullets. I think the burn rate for CFE223 is slower and it pressure spikes faster once you reach the max.CFE 223 and AA2230 are pretty close in burn rate. Check your burn table.
