Even at OP8 though, you can build around anarchy with different flavors. Melee Gaige is viable at OP8 with enough anarchy stacks. Anarchy is cool, but it requires that you have a "stacking weapon" like a Jacob's shotgun with low mag and high reload speed, and an "Anarchy weapon". (lots of projectiles/pellets to maximize the benefit) Anarchy Gaige is one of the rare builds that can make a Dahlminator absolutely crush.
