Unless the intent IS too keep them out of a certain area :) But personally, I feel that it is rather troublesome to always think of whether enemies will keep out or come in.I just make use of the initial blast (which has a higher range iirc) and the remaining ring to quickly clear an area (instead of trying to use them to kill enemies in general).
Realistically those are your 3 options for good armor stripping. Fireblast is expensive but comes with some CC and is the best armor strip if you don't build strength or use augments. Shuriken is the cheapest and is easy 100% armor strip. And Pillage is a bit weaker armor strip but comes with some potent survival tools.

Fire Blast is underwhelming, counter-intuitive, and unsafe to cast. That said, changing it to the Fire Leader flame nova is not the answer.
