To get to the mountaintops you have to beat Morgot, which will also require you to beat the draconic tree sentinel outside of the capital, and Gold Shade Godfrey to get to Morgot. After that you will be able to access the mountaintop. There's no other way than just beating Morgott unless you want to glitch your game.
