The lower receiver doesn't bear too much stress, serving mainly to contain the fire control group and a place to mount the buttstock, pistol grip and rear sight, so steel's strength isn't needed, like it is on the upper receiver. The weird thing is the FAL isn't metric at all. All of the dimensions on the weapon are called out in inch measurements. The magazines don't readily and reliably interchange between the two.
