My understanding and thus how I play it is Number 1. I think seeing that as a penalty is framing the situation in the wrong light. Repeating a 1 round cantrip or raising shield as exploration is a bit like an insurance policy - you are hedging against being stuck unprepared for a round of combat without a defensive buff or whatever else you might want up.
