First you must find an enchanted book that has the exact same kind of enchantment you want to remove from an item. Then, find an antichant book (which you can sometimes find in various dungeon chests). Place the antichant book into the first slot of an anvil, and put whatever selected enchanted book into the second slot.
Put any enchanted item into the left slot. It will consume energy to remove all enchantments from that item and move the unenchanted item to the right slot. Does not work on books for some reason.
