It’s super easy. Go to ETrade.com->Markets & Ideas -> Bonds & CDs. You’ll see treasuries, find the timeframe you want (maturity) , look at the different rates, click buy and type in the amount you want to buy. They are priced in 1,000 so if you want to buy 1 you’d type in “1” and then click buy. They turn to cash.
