Get a follower, bring them to the house. They will offer to be your steward and you can accept. This. I usually take my appointed house Carl for the area, have them follow me to the house, then talk to them and you'll see the dialog option there. They'll stop being your follower and become your steward.

She never gives any dialogue options other than the ones she had has a follower/housecarl. I have not had any other houses. How do I get her to display the options for hiring a bard, etc.You can even hire a steward with no furniture (That might even be why you hire them, to get it furnished) Jut lead a follower to the house and talk to them, or they might ask you before you get a chance to if they can be steward. They might sleep in beds that you consider belonging to someone else but won't effect gameplay.In the link below, you get the list of every potential steward in Skyrim. The ones in "Other followers" colomn is usually better because they're less valuable as followers in terms of abilities and level caps. You can do what you want of course, but i just wanted to let you know there are other options out there.
First of all, the missing word is steward, lol, although house maiden does sound cool. Second, did you go to dragonsreach and find Lydia there? She's probably on the property, but the stewards wander around the property protecting it and sometimes they can be hard to find.

Don't use a housecarl as a steward. All Stewards can be Followers. Choose Stewards based on who you want to live with and why. For me, I chose Illia from Darklight Tower. She is a very strong Ice Mage but her questline leaves her very sad and choosing her as a Steward seems to be the best way to cheer her up.
