Correct, there are no cash toll lanes in the Houston area starting in 2020. I recommend avoiding the toll roads in a rental car. You can try to open an account and put the rental car on it but they could end up charging the rental company account anyway. I could understand a small % increase over the toll rates but $25/day is highway robbery.
