The hotel is not trying to rip you off. The law says you have to pay the 21% VAT tax whenever you pay in cash, and that includes US bills in cash. As said on a previous post, the ONLY way not to pay the VAT is a) to be a non-resident and b) pay with CC or wire transfer from abroad.

I think most people at this forum will disagree, but I think ten days is enough to visit both cities. I'd allow more days to Buenos Aires than Santiago. Buenos Aires is a bigger city, with a lots of cultural life and very interesting museums. Flying over the Andes when travelling between those cities is an amazing experience.
