I've been trying to go as spoiler-free in my runs of ror2 as possible, but some of this stuff is just so obscure that it feels near impossible. the mortar is better. no doubt about it. the rain one is better early on, but falls off really hard later. The alt secondary and base utility are way better on eclipse 8 lol (damage you take reduces your max hp for the stage... including rex's self inflicted damage from skills).
