Most games in the fallout series don't disable achievements when using debug cmds. I jumped my level up to 100 using the console, and it didn't disable achievements. It's not achievements, it's Survival Mode, but it wasn't long before mods enabled console in Survival Mode, because of game-breaking bugs like this one.

Quicksave/Save and Reload while talking to someone. Switch between third person and first person. Give the pip-boy back through console commands. Change Resolution. Change FOV. Change Display. None of these work for me and it still remains invisible. Please Fix this soon as the game is unplayable like this.

From my experience, the Pip-Boy only becomes entirely invisible if you just crouched or stopped moving right before using your Pip-Boy. It is likely a bug, where you're seeing the Pip-Boy's transitional state between being visible and invisible.
