It's rare but sometimes the Vendorbot at Berkley Springs station will sell the mod box. You can put it on your weapon if you have the mod for it. The only way to craft it is by scraping the mod itself not the weapon. It is not a guaranteed unlock so you might have to scrap a few mods to unlock it. Should be able to learn any weapon MOD that is in the game. Sometimes it's like than a 1% chance to learn it though.
