According to the official guide, the best guardian axe++ is 75 DMG. With Ancient Proficiency, that makes it 135 DMG before mighty buff. The best crusher is +30, which would make it a 108 DMG. So the axe is stronger. On a side note, the strongest 2h weapon is the royal guard claymore which can get a +44 modifier making it 116 DMG.
