It is called "link & sync" if you start from scratch. If the throttle linkage, timing advance, and carb settings are not done in the proper sequence you end up chasing yourself. This is a multi-page procedure and far too detailed to go into here.

As long as the operation of the motor is fine, (idle, rpm, etc) then there is no reason to adjust the tabs. just loosen the arm and slide it to the right to contact the timing arm. I cannot find the wot timing spec anywhere. I have looked many times on the net and here with no luck. What I am seeing is cranking at wot with the timer base rubber stop hitting it's stop is 21 degrees.
