My guess is step 1 usually takes 1-2 hours no matter what, and 2 takes around 1-2 hours as well. That is why even the quickest maintenances are still around 3-4 hours. Step 3 is the big time sink with new patches. They probably have a HUGE checklist of stuff to test on Live before actually opening the server.
